The relation between OER and wider social-economic-political issues - not just inclusivity and access (mentioned above) but the role of OERs in promoting individual security, identity, voice, opportunity - is it an educational resource if it doesn’t advance the learner? Open platforms, analytics, algorithms and adaptive tools to support open learning content. I’m especially thinking here of learning analytics.
