Step Two, or a concurrent step, would be to look at how to enhance collaboration. First of all, collaborative work tools must be simple to be effective. A collaboration platform that is over-engineered would be counterproductive. The key aspect of a collaboration platform is that should make work more transparent and rewards sharing. Does it simplify work and make it more transparent for everyone in the network? Connect the LMS to a collaborative work platform.

As the economy gets more networked, open organizations are becoming a necessity. Businesses are increasingly dependent on complex social interactions. Internally, work teams that need to share complex knowledge require tighter social bonds. But the major barrier to encouraging informal social relationships at work often comes down to a question of control. This is why online collaboration tools were first developed by the open source software movement.

Many government agencies will require that funded materials be made openly accessible.
